Richard Nixon, in July 1973, at the same point in his presidency as Bush (the summer after his re-election) and at the height of the Watergate revelations (John Dean's testimony before the Ervin committee and the revelation of the White House tapes), was at 39%. In other words, Richard Nixon, one of the more charm-free occupants of the Oval Office, was three points ahead of President Bush.
