Read digby's article on this subject today. In 1988, the State Department claimed that both Iran and Iraq had used chemical weapons when only one of them had. They were told to do that in order to "muddy the waters". It maybe interesting, but maybe not for the reasons you think.

Yeah, it could be for a variety of reasons or not true at all. Perhaps we will find out what's really up, perhaps not.
